Divisional Preparedness Emergency Response Plan (DPERP)

INTRODUCTION

Disaster preparedness and Response Plans have to be developed at sub-national levels for responding to disasters if and when they occur. This is required by the Sri Lanka Disaster Management Act, and the National Disaster Management Policy which was developed by the Ministry of Disaster Management. The district preparedness and response planning process is a forward planning process in a state of uncertainty, in which scenarios and objectives are agreed upon and managerial and technical actions defined, which can be activated immediately, in order to respond to an emergency on receipt of a reliable early warning.

GEOGRAPHICAL BACKGROUND

Divisional Secretariat, Islands North, Kayts is located in the North of Sri Lanka in Jaffna District. Jaffna district consisted of divisions named as Valikamam, Vadamarachchi. Thenmarachchi, and Island. Island includes three Divisional Secretary divisions named as Delft, Islands South and Islands North. An Island North division includes islands of Analaitivu, Eluvaitivu, Paruthitivu and Puliyantivu.And the main topographical villages of Kayts, Karampon, Naranthanai, Puliyankoodal and Suruvil.

In the North Karainagar, Vali west Divisional Secretary divisions are situated. Along the side of East and South Velanai Divisional Secretary division is situated. In the West Deep sea is located. Further more this division is situated 22 Km in the South west from Jaffna Town. Main road of this division is the Jaffna Pannai kayts Road. This division consists of 15 GN divisions consisting 67 villages.

Climate

Jaffna District falls under the climate is tropical dry zone. Peak rainfall is during the months of October to December during North East Monsoon and the Scattered during April to May. The inter Monsoon rain is uncertain. The District received 1,470.7 mm of rain during theyear 2011. The average temperature during the year fluctuated between 25.14 and 31.22 centigrade with an annual average of 28.18 centigrade. the highest temperatures is normally recorded in the months of April and may. Annual precipitation ranges from 696mm to1,125mm.it is fairly evenly spread over the area, but the north east monsoon rains from October to December account for 90% of the annual rainfalls.

Disaster Preparedness & Emergency Response Plan (DPERP)

Introduction

This plan was developed in consultation with the members of the DDMC and others who are responsible for updating and reviewing periodically.  It is designed to,

  • Reflect the organizational structure for emergency management
  • Reflect the needs of the community
  • Incorporate various agencies’ roles and responsibilities
  • Maximize the efficient use of resources

The main users of this document will be the members and officials of the District Secretariat and relevant service departments (national and provincial) operating within the respective areas of the District, the community based organizations (CBOs) and NGOs.

Institutional Arrangements

The district level disaster management structure is summarized as shown in below figure. Discussion for better disaster management will be done by DDMC and sub-committees during normal      situation.

Emergency Operations Centre (EOC)

The emergency operations in the district would be controlled, commanded and directed from the Emergency Operations Centre (EOC), which will be the focal point in the district for Emergency Response. The EOC would host all the communication equipment and data and information required to plan, make decisions and execute operations.

The EOC is formed under the Chairmanship of the Divisional Secretary and functions with the assistance from the Divisional Disaster Management Committee (DDMC), whose members include, Divisional Secretaries, Provincial / District Heads (and deputies) of Departments and Government Agencies and other major stakeholders.

Divisional Disaster Management Committee (DDMC)

The Divisional Disaster Management Committee, which assists the Emergency Operation Centre (EOC). During a disaster this committee will initiate activities for responding to the disaster. However, in such situation only the divisional secretaries of affected divisions will be in the active committee.

The DDMC comprises Divisional level heads of various departments providing services to the people in the area, Police and Armed Forces, and also private agencies and individuals.  Representatives of the Divisional and Divisional  level political heads and representatives from major Non-Governmental Organizations (NGOs) active in the area could be included.
